  • Assam has a net cultivable area of 28.11 lakh hectares, out of which 88 percent of the total land is available for cultivation.
  • The share of agriculture and its allied activities in GSDP at current prices in 2018-19 was 15.80%.
  • During the year 2018-19 the annual growth of GSDP in respect of crop sector, livestock sector and finishing sector at constant prices is estimated at 1.70%, 5.82% and 5.87% respectively.
  • Assam, encompassing one of India's 14 biodiversity hotspot, has uniquely diverse agro climatic conditions made for traditionally rich. Assam is the largest economy of the North East region and is largely dependent on its agricultural produce. Agriculture and allied sector consists of (i) Crops (ii) Livestock (iii) Forestry and Logging and (iv) Fishing and aquaculture.
  • Assam's economy is fundamentally based on agriculture. Over 75% of the state's population depends on agriculture as farmers, agriculture labourers, or both for their livelihood. Assam is set to improve its performance in agriculture and allied sector through focused growth in horticulture, fisheries, animal husbandry and other plantation/cash crops.

Power/Electricity Subsidy
  • Manufacturing and Specified Services sector units will be eligible for reimbursement of power subsidy @ Rs. 2.00 per unit consumed for a period of 5(five) years from the date of commercial production subject to a maximum Rs. 50 (fifty) lakhs Per Annum and not exceeding 100% of total investment made in plant & machinery, whichever is less.
  • This shall be available only to the units having electricity connection with APDCL only and shall not eligible any consumption from other sources like open access, captive generation , etc

     

Capital Subsidy

Interest Subsidy
  • 2% on the outstanding working capital loan for five years subject to a ceiling of Rs. 50 lakh (Fifty lakh) and not exceeding 100% of investment in plant and machinery.
  • Interest subsidy shall be available only on outstanding working capital loan availed from Bank/Financial Institution

     

VAT/CST/SGST/TAX Exemption/Reimbursement
  • 100% Stamp duty shall be reimbursed, subject to a monetary ceiling of Rs.25 lakh (Twenty five lakh)

Employment Generation

Freight/Transport Subsidy
  • Subsidy @75% of actual cost of the vehicle for transportation of green leaf by partnership/cooperative/company of STG or SHG. Quantum of limit under the scheme is as follows:

 

(a)

The subsidy would be limited to Rs.2 lakh ( Two lakh) only in case of partnership/SHG consisting of minimum 5 members.

(b)

Rs.3.50 lakh ( Rs Three lakh Fifty thousand) only in case of  10 members or more.

Others

Subsidy on Generating set:

  • Subsidy on Generating set @ 50% of the cost subject to a limit of Rs. 20 lakhs on cost of generating set, taxes and transportation only. However, the capacity of the DG set should be equivalent to the power sanction to the unit by the competent authority.

Technology Transfer and Quality Certification, ZED Certification:

  • The fee payable for obtaining BIS/ISO/FSSAI/AGMARK/HALLMARK/SILK MARK/ZED Certification etc. and fee payable for getting Technical knowhow/ Technology transfer from any recognized national /international research laboratories/ Technical Institutes/ University, Institutions like CFTRI, CIPET, etc. by eligible unit, will be provided subsidy up to the extent of 75%, subject to a ceiling of Rs.1 crore per unit.

Financial assistance to MSMEs listed in Stock Exchange

  • To encourage the MSMEs to be listed in BSE &NSE, Govt. will provide subsidy @ 30% of the cost of Public Issue expenses, subject to maximum of Rs. 5 lakh.

 

Assistance for Environmental Compliance

  • Subsidy @ 50% on capital cost for setting up of effluent treatment plant subject to max of Rs. 25 lakh per unit..

Incentives to Private Sector Infrastructure developer

It is proposed to provide 30% subsidy, excluding value of land, subject to a ceiling of Rs. 3 Cr to encourage the private investors in creation of industrial infrastructure where the land area is not below 30 acres. The amount shall be released to the developer only after completion of the project with 30% occupancy of the Industrial Park.
